The Groote Archipelago is located in the Gulf of Carpentaria, with communities on Groote Eylandt and Bickerton Island. It has a population of approximately 2,000 residents, and its Anindilyakwa culture and language are still in use. Manganese mining provides employment opportunities, as well as royalty income.

The Groote Archipelago Regional Council is being formed to deliver the local government services currently provided to the archipelago communities by the East Arnhem Regional Council. This aligns with the Northern Territory Government and Anindilyakwa Land Council’s local decision making initiatives, to strengthen community representation and engagement. The elections for this new Council are scheduled for 23 March 2024.

The constituting member of the new Council is seeking an engaging and adaptable Chief Executive Officer (CEO) to lead this significant period in the archipelago’s history. The CEO will play a crucial role in shaping the Council’s community engagement to improve the delivery of its local government services and to contribute to its sustainable future.

The CEO will assist with the establishment of the new Council, and after the elections will provide guidance to the council members in setting strategic goals and budgets, and complying with local government legal responsibilities.

Key priorities:

  • Develop and implement the foundational structure of local government. Assist the newly elected councillors to formulate a strategic vision, implementing governance and risk management strategies for sustainable development.
  • Lead inclusive engagement initiatives, fostering relationships with diverse stakeholder groups including community, regional councils, government bodies, local corporations and industry associations.
  • Navigate unique financial challenges, secure funding, address any funding gaps and ensure effective budget management.
  • Recruit and develop a skilled workforce, emphasising collaboration, inclusivity and commitment to community goals.

Key Selection Criteria:

  • Proven executive leadership in Indigenous communities, focusing on assisting self-determination.
  • Demonstrated strategic thinking and vision.
  • In-depth knowledge of local government operations, preferably in the Northern Territory.
  • Expertise in Indigenous community engagement and consultation.
  • Strong financial acumen and mentoring capacity.
  • Engaging communication and negotiation skills.
  • Relevant tertiary qualifications highly regarded.
