Manager - Project Management Office
The Opportunity
Southern Grampians Shire Council is seeking a dynamic and forward-thinking leader to establish and drive the new Project Management Office (PMO) within our Infrastructure and Sustainability Directorate.
This is a pivotal change agent role and an exciting chance to build something from the ground up and leave a lasting impact on how Council plans and delivers capital works for our community. Based in the heart of Hamilton in Western Victoria's stunning Grampians region, you will lead the strategic capital planning and delivery of Council's capital works program, overseeing a diverse $380M portfolio of roads, community facilities, dams, land, and infrastructure.
As a Senior Executive Officer and member of the senior leadership team, you will shape long-term outcomes that matter to our community, now and into the future.
About the Role
Reporting to the Director Infrastructure and Sustainability, you will:
- Establish and lead the PMO based on industry best practice, creating the systems, standards, and processes that underpin effective capital delivery
- Drive long-term capital planning, with a focus on stakeholder relations, sustainability, efficiency, and innovation
- Lead and develop a high-performing technical team, fostering a collaborative, customer-first culture
- Champion the circular economy and environmental sustainability within all capital projects and programs
- Produce meaningful reporting to executive, Council, and the community on program progress, innovations, and advancements
- Oversee procurement, contract management, and budgeting across the department
- Contribute to external funding applications and strategic partnerships
- Apply digital tools to transform operational practices and improve transparency and community engagement
About You
You are a collaborative team player who leads with empathy, empowers your staff, and puts customers at the centre of everything you do. You bring agility and innovative thinking, and you are not afraid to challenge the status quo to find better outcomes.
You will bring:
- Tertiary qualifications or equivalent in infrastructure planning, engineering, commerce or a related discipline, or significant relevant experience that demonstrates equivalent capability
- Proven ability to lead, mentor, and develop high-performing technical teams
- Well-developed interpersonal, written, and verbal communication skills, you can engage confidently with diverse audiences from technical specialists to community stakeholders
- A genuine commitment to delivering quality outcomes and best value customer service
- A proven commitment to Occupational Health and Safety in the workplace
- Extensive knowledge of PMO best practice principles and a capacity to leverage digital tools to achieve efficiencies
- Experience applying sustainability or circular economy principles within capital programs
- Strong analytical skills and sound judgement in complex capital planning environments
