The Barkly Regional Council is the second-largest Local Government by land mass in Australia. The estimated population of the Barkly Regional Council is 6,316 spread over 7 communities (2 regional towns and 5 remote communities). Employing 250 staff, of whom 67% are Aboriginal or Torres Strait Islander, we are committed to delivering services for residents of the region.

About the Barkly Region:

The Barkly Region covers more than 320,000 km2 stretching from the old Telegraph Station at Barrow Creek in the south to the historical droving township of Newcastle Waters in the north. Located approximately 1000km south of Darwin and 500km north of Alice Springs. Tennant Creek has a population of 3,252 and is the largest town in the region.

About Tennant Creek:

Tennant Creek is the main service hub for the Barkly Region and a key regional centre in the Northern Territory, located on the Stuart Highway between Alice Springs and Darwin. Tennant Creek is approximately 500 km north of Alice Springs, the nearest major regional centre, and around 1,000 km south of Darwin. It provides essential services, employment, and infrastructure for surrounding remote communities across a vast and remote region. The town has a strong Aboriginal cultural presence and is home to the Warumungu people, with deep cultural connections, ongoing traditions, and a strong sense of community identity. Tennant Creek offers a balanced outback lifestyle, combining open natural landscapes with essential town services and a range of community, sporting, and cultural activities.

Tennant Creek has a well-stocked IGA, specialist retail outlets, hardware and auto stores, cafés, pubs, clubs, a 20-bed public hospital, private medical centre, primary and secondary schools, childcare and early learning facilities, sporting facilities, a Youth Centre, and regular flights to Alice Springs and Darwin.

About the Role:

Barkly Regional Council is seeking an experienced Regional Manager Operations to lead our municipal and commercial services across remote communities in the Barkly region.

As the Regional Manager Operations, you are a crucial leader within the Operations Directorate. You will be operating in a fast paced, dynamic and challenging environment to support and oversee a team of Council Service Managers responsible for delivering essential municipal services and managing key commercial contracts, including aerodrome maintenance and service delivery on behalf of Services Australia and Australia Post. Your leadership will ensure effective service delivery in Ali Curung, Alpurrurulam, Ampilatwatja, Arlparra, and Wutunugurra.

You will plan, develop, execute, and report on internal budgets, funded projects and Local Authority initiatives aligned with the Council’s strategic goals, fostering community engagement and regional development. Reporting to the Chief Operating Officer, you will play a pivotal role in ensuring sustainable and efficient operations, including developing a pipeline of trained municipal and administrative staff to encourage long-term employment and workforce participation.

This position is based in Tennant Creek however it is a requirement that the successful candidate is willing and able to travel and work in all remote communities within the Barkly Regional Council area with overnight stays of up to one week at a time and/or longer periods to provide leave coverage.

The Essentials:

• Experience in a similar role managing staff with a demonstrated ability to mentor and develop team members to foster sustainable, transparent and high-quality operations in communities.
• Extensive experience in managing budgets, financial procedures, and ensuring accurate and timely reporting.
• Ability to draft annual plans and manage service delivery within set budgets.
• Ability to manage and oversee commercial contracts.
• Demonstrated experience ensuring timely implementation of project activities with Council Service Managers.
• Understanding of heavy machinery and plant for municipal operations.
• National Criminal History Check.
• Working with Children Clearance (Ochre Card – Northern Territory).
• CPCWHS1001 Work Safely in the Construction Industry (White Card).
• Driver’s Licence.

• You are a confident leader with strong communication skills, ability to build relationships in remote communities and have experience managing teams in remote areas.
• You have strong problem-solving skills, resilience and cultural awareness and are organised, adaptable, and respectful of cultural differences.
• You are proactive, dependable, able to navigate the challenges of remote settings, and focused on delivering quality services with respect and cultural sensitivity.

• Full-Time – Permanent position paying a total remuneration package of $197,367.74 – $202,706.94, above award and EA rates – Barkly Regional Council Enterprise Agreement 2024.
