ABOUT THE ROLE:

Bass Coast Shire Council is seeking a highly capable leader to oversee a diverse

portfolio that is central to community safety, resilience and public confidence. This role

provides strategic and operational leadership across emergency management,

community resilience, compliance, local laws, domestic animal management, parking and

community road safety, ensuring Council delivers responsive, consistent and

community-focused outcomes.

Reporting to the Manager Community Wellbeing & Culture, you will lead a number of

diverse teams and ensure Council meets its legislative and service delivery obligations.

The role will oversee relevant policies, strategies, plans, budgets and reporting

requirements, while driving continuous improvement and fostering a culture of

innovation, accountability and service excellence across the portfolio. You will also

continue to lead and play an active role in local and regional partnerships with external

stakeholders to strengthen community safety, resilience and collaborative outcomes.

A BIT ABOUT YOU:

You are an experienced people leader who enjoys working in a community-focused

environment.

You will bring:

• experience leading compliance, enforcement or emergency management functions,

preferably in local government

• highly developed leadership experience, with the ability to lead diverse teams, build

capability and foster a positive, high-performing culture

• relevant tertiary qualifications or significant experience in emergency management,

management, law enforcement, justice, business or a related discipline

• demonstrated capability in financial management, workforce planning and change

management

• experience supporting staff development, performance and succession planning

• highly developed communication, negotiation and report-writing skills
