Executive Director Operations
Primary objective
Lead and coordinate LDC’s Operations portfolio to achieve strategic, commercial and organisational objectives. Provide executive
oversight of strategy, business development, finance, corporate services, communications, sales, leasing and facilities management,
including leadership of complex commercial negotiations and contractual agreements relating to LDC’s property assets.
Context statement
The Land Development Corporation (LDC) is a Government Business Division responsible for facilitating strategic land, property
and development outcomes across the Northern Territory.
Key duties and responsibilities
1. Provide leadership and direction to the Strategy and Precincts, Business, Finance and Corporate Services units to achieve LDC’s
strategic, commercial and organisational objectives
2. Prepare and present high-level ministerial correspondence, cabinet papers, briefings, reports, and advice on commercial,
development, financial and governance matters in a timely manner.
3. Manage and lead the negotiation of complex commercial agreements, including land sales, leases, delivery agreements and
strategic partnerships.
4. Develop and maintain effective relationship with relevant agencies, industry, developers, investors real estate agents and other
stakeholders.
5. Lead development of the Operations team and manage the delivery of portfolio services, including budget and financial
management, workforce and resource management, governance, communications, asset management, sales, leasing and
facilities management.
Selection criteria
Essential
1. High level of oral and written communication, negotiation and conflict-management skills, including the ability to interact
effectively with people of diverse cultures and build and maintain effective relationships with government agencies and key
stakeholders.
2. Strong knowledge of relevant legislation, processes and practices relating to land, property, infrastructure, development and
commercial transactions.
3. High level of experience in contracts, legal processes, dispute resolution, procurement and financial management, including the
ability to facilitate complex commercial transactions with the private sector.
4. Demonstrated ability to prepare high level submissions, reports and briefings on complex land, property, infrastructure,
development, asset or commercial matters.
5. High level organisational skills with demonstrated ability to work independently and collaboratively to achieve outcomes within
required timeframes.
6. Demonstrated sound judgement, resilience, integrity and accountability, with the ability to operate effectively in a complex and
challenging business environment.
7. Considerable experience providing strategic advice and developing and implementing organisational, business and operational
strategies.
Desirable
1. Tertiary qualification(s) in a relevant discipline combined with relevant senior executive experience, or an equivalent
combination of substantial relevant senior executive experience and education and training.
2. Demonstrated experience in a public sector commercial and/or property-related environment.
