Learning & Organisational Development Coordinator

Wagga Wagga City Council is seeking an experienced and passionate Learning & Organisational Development Coordinator to lead the operational delivery of our learning and development function and help drive our vision of becoming a true learning organisation.

Reporting to the Manager People & Culture, this leadership role is responsible for coordinating learning and organisational development initiatives that build workforce capability, strengthen leadership, and support employee growth across the organisation. You will lead a team and work closely with leaders and employees to design, deliver and evaluate innovative learning programs that create meaningful organisational outcomes.

What we will offer you:

  • Permanent, full-time position.
  • Remuneration of $4,049.12 gross per fortnight with the opportunity to progress to $4,858.94 gross per fortnight plus superannuation (12%). Please note that these rates include the applicable Award increase effective from 1 July 2026.

Duties of this position will include but are not limited to:

As the Learning & Organisational Development Coordinator, you will:

  • Lead the operational delivery of Council's learning and development function.
  • Coordinate the annual learning and development calendar, including sourcing providers and managing training events.
  • Design, develop and facilitate engaging learning programs for employees at all levels.
  • Support Council's vision of creating a high-performing learning organisation.
  • Coordinate Council's induction program and annual performance development process.
  • Lead initiatives supporting trainees, apprentices, cadets, graduates and school-based trainees.
  • Manage Council's Bob Osborne Skills Centre and learning resources.
  • Coordinate employee engagement initiatives, including the Employee Opinion Survey.
  • Monitor and manage learning and development budgets and reporting requirements.
  • Provide leadership and support to a dedicated team of learning and development professionals.

What you will need to succeed:

  • Tertiary qualifications in Human Resource Management or a related discipline.
  • Certificate IV in Training and Assessment.
  • Class C Driver's Licence.
  • Demonstrated experience in learning and development and organisational development environments.
  • Exceptional communication, facilitation and stakeholder management skills.

Focus Questions

  1. Describe your experience designing, developing and facilitating learning and development programs. How have you ensured these programs aligned with organisational objectives and delivered measurable outcomes?
  2. This position leads a team responsible for delivering learning and development services across Council. Please provide an example of how you have led, coached or developed a team to achieve successful outcomes.
  3. Describe a complex learning, organisational development or workforce initiative that you coordinated from planning through to implementation. How did you manage competing priorities, stakeholders and resources to ensure success?
  4. Wagga Wagga City Council is committed to fostering a learning organisation. What does a learning organisation mean to you, and what initiatives would you implement to encourage continuous learning, employee development and organisational capability?
